“37 But though He had performed so many signs before them, yet they were not believing in Him. 38 This was to fulfill the word of Isaiah the prophet which he spoke: “Lord, who has believed our report? And to whom has the arm of the Lord been revealed?” 39 For this reason they could not believe, for Isaiah said again, 40 “He has blinded their eyes and He hardened their heart, so that they would not see with their eyes and perceive with their heart, and be converted and I heal them.”

They “could” not believe because, though God’s spirit drew them, they WOULD not believe. When the Spirit of God stopped drawing them, THEN they “could” not believe. Therefore, each person remains accountable. God does not promise He will always, continuously strive with a person. If the person continually rejects belief until God stops drawing them, then verses 39-40 apply.

Therefore, I desperately urge you, my friend, neighbor, or stranger, if you sense the calling to believe, do not delay. Please answer God’s call before He stops calling you, your hope of belief is gone, and your opportunity for heaven is lost.
